The Department is developing a Spatially-enabled knowledge base and Decision Support System (SDSS) aimed to support or assist DoFPS in decision making during the issuance of forestry clearance. The contract, which has been awarded to Oy Arbonaut Limited, Finland and Green e-Solutions (sub-consultant), Bhutan under the funding support of REDD+ Read Project is expected to be completed by the end of July, 2020.
The assignment kicked of with the stakeholder meeting with the Chief Forestry Officers of 5 Functional Divisions (FPED, FRMD, NCD, SFED, WMD) along with officials of Information and Communication Technology (ICT) Division, Ministry of Agriculture and Forests (MoAF) and Ugyen Wangchuck Institute of Conservation and Environmental Research (UWICER) on 8th January, 2020 at the DoFPS conference hall, followed by bilateral meetings with respective Functional Divisions on 9th and 10th January, 2020.
The SDSS will be a Geographic Information System (GIS) based system to facilitate informed, unbiased and expeditious decisions on forest clearance. The system will comprise of a spatial database and a decision support tool kit built from open source products. The SDSS once complete, will provide rapid appraisal of project proposal and deliver result of analysis based on a set criteria and rules within few minutes to support decision making in issuing forestry clearance.
