The third contract term for Yakpogang Payment for Environmental Services (PES) was signed on 6th October 2020 with a revised annual fee of Nu. 2, 28,200/- (two hundred twenty-eight thousand and two hundred). The agreement was signed among Yakpugang Community Forest Management Group (CFMG), Town Representative, and Hospital Authority of Mongar. The PES scheme has successfully completed two terms (three years and five years) and the current term will cover ten years in line with the community forest management plan. The Dzongkhag Administration in collaboration with Divisional Forests Office, Mongar has facilitated the scheme in collection and disbursement of fees at the end of the year.
This PES scheme was instituted in 2010 and it was the first-ever joint water conservation scheme initiated in the country. It was primarily aimed to protect and conserve three streams namely Lingsingwoung, Shingthangzampa, and Changchungwoung originating from Yakpugang CF that supply drinking water to Mongar Township and hospital. It was also intended to improve quantity and quality of water through sustainable water conservation approaches. Today, it benefits a total of more than 1020 households in Mongar municipal area. The PES scheme focuses on implementation of five activities such as maintain recharge zone, plantation in degraded areas, control illegal activities, clearing streams, and limiting grazing. It is managed by 113 households from Yakpogang and Kilikhar villages
The revision of PES scheme was carried out by the Divisional Forests Office, Mongar with technical support from Watershed Management Division and funded by GEF-LDCF (NAPAIII) project.
