Trashigang Division Introduction The Division was established on September 1, 1997 with a fundamental object to improve and enhance forest related services to the local people. The present Division headquarter is located at Melphey in Trashigang. Its jurisdiction extends over two dzongkhags of Trashigang and Trashi yangtse . The Division constitutes of 5 Range offices, 2 FMUs, 13 Beat offices and 5 checkposts. The Division has 55 staff including 6 non technical staff as of now. Geographically the Division covers an area of 2447.4 square kilometers situated between 27®15’ and 27®50’ latitudes and 91®30’ 91®45’ longitudes with an elevation ranging from 600 m to about 5400 m above sea level. The Division spreads over 22 Geogs covering over 10000 households under two Dzongkhags which does not include Merak and Sakteng Geog under Trashigang Dzongkhag (Sakteng Wildlife Sanctuary) and Bumdeling Geog under Trashi Yangtse Dzongkhag(Bumdeling Wildlife Sanstuary). The greater number of people in these two Dzongkhags sustains and generates their income through agricutulture practices and depends heavily on natural resources. They practice subsistence farming and supplement their household income through cottage industries based on natural resources namely resin tapping, lemon grass distillation, traditional handicraft items, paper making, selling of NWFPs like star anise, piper fruits, etc… The total forest cover under this division is 290367 ha (LUPP, MoA, 1997) which makes up 77.8% of total geographical area of Trashigang and Trashi Yangtse Dzongkhag (Park areas included). Both coniferous and broadleaf forests attributes to the forest types found in the region. Its distribution stretches from 600 m to 5400 m above sea level. Common forest types found are. Sub-tropical broad leaved and chir forest Sub-temperate and temperate broadleaved and conifer forest Conifer forest Alpine scrub and pastures. Thus, currently there are five sections under this Division. The sections and mandates of each section are as below. MANAGEMENT AND PLANNING SECTION 1. Planning & monitoring of FMUs. Initiate and discuss FMU management plans with concerned planners and FMU In-charges during implementation. Formulate annual operational plan for KKFMU & DCFMUs in coordination with Unit Office(s) Coordinate FMU committee meeting in consultation with Unit In-charges & NRDCL. Conduct annual monitoring and evaluation of FMUs with FMU In-charge(s). Gather & compile field reports/activities/ progress from the field & submission to FRMD Verify allotment of timber and other forest produce from FMUs to NRDCL Facilitate deposit of revenue into government account and record keeping. Monitor infestation of pest & diseases in FMU(s) and initiate management activities in consultation with Department & other agencies 2. Local Forest Management & planning Initiate & formulate local forest management plan under Trashigang & Trashi Yangtse Dzongkhag(s) in consultation with FRMD, Range Officer(s) and other stakeholders. Conduct annual monitoring and evaluation of LFMP. Monitoring infestation of pest & diseases and initiate management activities in consultation with Department & other agencies 3. Regulation of wood base Industries. Registration of sawmill, power chainsaw(s) and mobile sawmills. Issue certificate of registrations and renewal of certificate from the time to time. Issue sawing permission for commercial timber allotted by the Department, NRDCL and other competent authority. Compilation of sawmill reports and record keeping of timber supplied from sawmills. 4. Other programs Carry out special assignment entrusted by CFO from time to time SOCIAL FORESTRY SECTION. 1. Community Forestry. Review CF application, plans and other programs submitted from two Dzongkhag Forest Office(s) for establishment of new CF. Perform annual monitoring and evaluation of CF(s) management in consultation with DzFS and CFMG(s) under Trashi Yangtse & Trashigang Dzongkhag. Initiate proper demarcation of CF boundaries in consultation with DzFS, CFMG and other stakeholders. Facilitate commercialization of CF products. 2. Afforestation program. Formulate plantation program in consultation with Ranger(s). Review plantation activities, review plantation estimates submitted from the Ranges. Accord technical approval for plantation from Division for maintenance & SFD for new creation. Review plantation activities in the FMUs. Maintain records of all plantation and report submission. Identify critical watershed for management interventions with plantation and other applicable measure. Implementation of sustainable land management activities in consultation with field offices. Formulate micro projects and watershed management plans on ad hoc basis. Record keeping. 3. Community Based Forest Fire Management. Planning & preparation of community base forest fire management group. Identify forest area suitable for ecotourism purposes and initiate development of recreational facilities in such areas to promote tourism. Facilitate and implementation of waste management activities in GRF in close coordination with competent authority. 4. Ecotourism Program Identify forest area suitable for ecotourism purposes and initiate development of recreational facilities in such areas to promote tourism. Facilitate and implementation of waste management activities in GRF in close coordination with competent authority. 5. Private Forestry Programs Review application, plans and other programs for establishment of private forestry submitted from two Dzongkhag Forest Office(s) Perform annual monitoring and evaluation of private forestry management in consultation with DzFS and individuals under Trashi yangtse and Trashigang Dzongkhag. Initiate proper demarcation of private forest boundaries in consultation with DzFS, individual. Facilitate commercialization of private forestry products. 6. Non-Wood Forestry Programs Review application, plans and other programs for establishment of NWFP group submitted from two Dzongkhag Forest Office(s) Facilitate commercialization of Non Wood Forest products. 7. Planning & Reporting Preparation of annual work plan for the Division and report submission. Compile annual work Plan of all the Range(s) and unit In-charge(s). Preparation & submission of quarterly report to Department Assist Chief Forest Officer for annual budgeting and other planning works. Carry out special assignments entrusted by CFO from time to time. CONSERVATION AND PROTECTION SECTION. 1. Forestry clearance for development and other works. Process Forestry clearance for allotment of GRF land to the Government institutions such as Dzongkhag, hospitals, Dratshangs, schools other agencies, corporations for land leasing and private individuals for Kidu, Rehabilitations land, substitute land and GRF land leasing. Process approval for environmental clearance for surface collection of sand and stone from government reserve forest and registered land both for commercial purposes. Process forestry clearance for developmental activities such as farm road, Approach road, power transmission line and towers etc. as per FNC and Rule. 2. Conservation & protection of wild life. Deal Human –wildlife conflict including collection, compilation and processing compensation payment for loss of domestic animal to wild predators. Forest fire suppression and organizing public campaign to combat forest fire. Collect, compile and online submission of Human-wild life conflict report. 3. Legal activity/patrolling. Prepare offence approval submitted from the field and maintain the records on offence. Initiate Divisional Level Patrolling to curb illegal activities such as poaching, fishing, timber extraction from GRF, misuse of rural timber and etc. with coordination with Range office(s) & Unit Office(s). Monitor forest check post activities on the regular basis including movement of forest produce. Provide legal services for forest related offences and attend court case if required. 4. Removal of forest produces from Private land. Process forestry clearance for removal of forest produces from registered land. Monitor and issue clearances for commercialization of produce from registration. Carry out special assignments entrusted by CFO from time to time. RESOURCES UTILIZATION SECTION 1. Resources utilization. Process an approval and allotment of timber for rural use. Process an approval and allotment of firewood, fencing post flagpoles, poles and other forest produce for rural use. Process an approval from Department for allotment of forest produce on standing trees basis including fencing post, poles and other forest produce for commercial purposes Process approval and allotment of surface collection and sand and stone for rural use only. Monitor rural timber utilization in the field in consultation with Range office(s) and Unit Office(s). 2. Data Management (FIMS) Management of Forest Information database system & generate quarterly reports, half yearly and yearly FID reports and submit to the Department. Monitor and resolve the FID system issues in the field offices to avoid delays in report submission to the Department. Compile monthly report of the all Ranges & Unit offices and preparation for quarterly reports. ADMINISTRATIVE AND FINANCE SECTION Accounts Section Preparation and submission of work plan as per the approved budget line with the start of the new fiscal year. Management of government fund and resources as per the financial guidelines and limits. Preparation of vouchers for payments Preparation and submission of monthly accounts for LC accounts and for revenue accounts-RGR-04 Preparation of annual budget proposal in coordination with CFO for every succeeding fiscal year. Preparation and disbursement of monthly payrolls and remittance Timely deposition of money to NPPF, RICBL, BoB, BNB, BDFCL, etc. optimum digital record keeping in BAS and as well as in RMS for revenue monitoring of government revenue collections and timely depositions by all the revenue dealing offices preparation and submission of periodical financial progress reports as and when required Ensure timely fund transfer, supplementary funds, closely monitor overall fund balance, bank balance and t ask for timely release of budgetary fund from DPA. Ensure proper procedure in contract works and procurement of materials Provide financial information Financial correspondences Preparation of the tender forms, notifications and selling of tender forms Administrative section Deals with all the matters pertaining to personnel administration of all staff under the Division Be responsible for maintaining proper service records of all the staff in the division Ensure timely completion and submission of annual performance evaluation reports. Be responsible for processing training, study tour/workshop/transfer/promotion/disciplinary action. To keep record of the staff leave and whereabouts during their absence from the office.
