ToR for Sections – Nature Conservation Division

A.  Protected Area Section

  1. Coordinate all activities in the biological corridors including but not limited to operationalization, preparation of management plans, implementation and monitoring of the plans, close collaboration with the respective territorial forest divisions (TFDs).
  2. Coordinate physical verification/ground truthing for all biological corridors, and propose/develop changes in the realignment of corridors based on the result of concrete studies and functionality assessments.
  3. Update and review existing national framework for the management of biological corridors.
  4. Provide technical inputs/findings to head, Nature Conservation Division, and Director, Department of Forests and Park Services on any issues related to management of biological corridors.
  5. Provide support to parks, wildlife sanctuaries and strict nature reserves in the identification, planning, implementation, monitoring, and evaluation of activities in these areas.
  6. Support revision of conservation management plans, monitor and evaluate the implementation of the plans by securing conservation funds.
  7. Provide assistance in collaboration with SCMS in identification and demarcation of different management zones in PAs.
  8. Initiate and support in assessments of protected areas using standard methodologies (METT).
  9. Identify new high biodiversity areas for priority conservation through network of protected areas and other conservation areas.
  10. Review field assessment reports for activities proposed within the BCs.

B. Species Conservation and Monitoring Section

  1. Coordinate and manage all activities related to conservation of biodiversity both inside and outside of protected areas.
  2. Develop technical regulations, guidelines and protocols related to species conservation.
  3. Identify species of importance, conduct surveys and frame conservation action plans for the target species.
  4. Plan and compile data on biodiversity surveys for species of importance for informed decision and policy making.
  5. Assist development and review of conservation management plans for PAs.
  6. Monitor and evaluate implementation of conservation management plans for PAs.
  7. Coordinate with research institutes on methods and objectives of faunal researches.
  8. Coordinate trainings and capacity building programs on the aspect of species conservation programmes.
  9. Develop project proposal and source funding for species conservation.
  10. Coordinate the national participation in international events concerning species conservation.

C. Nature Recreation and Ecotourism Section

  1. NRES is the focal section for all the recreational and Eco-tourism activities both within and outside the protected areas.
  2. To technically backstop field divisions with regard to Nature Recreation and Ecotourism.
  3. Responsible for identifying and securing appropriate areas for recreational areas.
  4. Developing and promoting recreational areas in the country.
  5. Identifying, developing and promoting ecotourism products and facilities.
  6. Imparting environmental education and awareness to encourage and increase the public support towards conservation.
  7. Focal section for advocacy and sensitization on waste management in the state reserved forest including the protected areas.
  8. Maintain Park visitor data (issuance of Park entry permit, Filming permit and other tourist related permit).
  9. Focal section for UNESCO World Heritage sites (Natural sites).
  10. Identification and Establishment of Heritage Forest.
  11. Formalization of Man and Biosphere Reserve.
  12. Collection, Mounting and preservation of specimens for educational/research purpose.

D. Human Wildlife Conflict Management Section

  1. Develop Human Wildlife Conflict Management Strategies for the wildlife species involved in the conflict.
  2. Liaise with relevant stakeholders to identify and implement human-wildlife conflict mitigation measures in the country.
  3. Facilitate the conduct of awareness and sensitization program on HWC by field offices in their jurisdiction.
  4. Carry out regular monitoring of the various intervention measures implemented throughout the country in coordination with the field offices.
  5. Compilation of HWC data and reports from the field offices and manage the HWC database for the entire country.
  6. Provide relevant information and support to the National HWC Coordinator as and when required.
  • Wildlife Rescue Unit
  1. Provide technical backstopping on wildlife rescue and rehabilitation programmes in the Department of Forests and Park Services.
  2. Facilitate in establishment and monitoring of wildlife rescue and rehabilitation centers in the country when required.
  3. Introduction/Re-introduction of wildlife as per the requirements of the Department of Forest and Royal command.
  4. Secure wildlife health both in captivity and wilderness through regular monitoring of animal health, post mortem analysis, medication of injured wildlife, and controlling of feral/stray dogs.
  5. Coordinate and provide rapid response to the human wildlife conflict incidences in and around the country.
  6. Assist Researchers in chemical immobilization/physical handling of wild animals and birds for study.
  7. Assist in reducing and control of stray/feral dog population predating on the wild animals in collaboration with Department of Livestock.
